Preheat oven to 400 degrees F.
Place tots on baking sheet and bake for 10 minutes. Meanwhile, cook the filling.
In large skillet, cook ground beef, until cooked through, breaking it apart as you go, about 5-7 minutes.
Remove all but ~1 tablespoon of grease from beef and add onion and cook another 3 minutes.
Add flour and stir well to combine with beef and onion, forming a sort of paste.
Slowly add beef broth and milk, stirring well to combine.
Season with salt and garlic powder.
Finally, add in mixed veggies, stirring well to combine.
Pour into a greased 9" baking dish, then top with partially baked tots.
Bake in preheated oven for 10-15 minutes, until tots are golden brown and mixture is boiling.
