In small saucepan, heat butter over medium heat. Whisking constantly, cook until small brown bits appear on the bottom of the pan, watching closely, then remove immediately.
Whisk for an additional 30 seconds or so.
Set aside to cool completely.
In large bowl, combine flour, salt, baking powder, oats, and cinnamon. Set aside.
Combine cooled butter with both sugars, stirring until smooth.
Add in egg and vanilla, whisking until smooth.
Add dry ingredients, and stir with wooden spoon to bring the dough together. If you find the dough still won't come together, add 1-2 tablespoon milk (I didn't have to do this, but the original recipe mentioned it).
Fold in chocolate chips.
Refrigerate dough for 30 minutes.
Preheat oven to 375 degrees F.
Form dough into 1 ½" balls, and place them 2 inches apart on a baking sheet.
Bake for 10-12 minute, until the edges are golden.
They may still be gooey on the inside but that's okay...they will firm up while cooling.
Enjoy with a big glass of cold milk!
